SCOPE AND CONTENT NOTE

The processed collection spans 1965 to 2008. The first four series document Wellington Webb from his early professional career to his years as the Mayor of the City and County of Denver, Colorado. Each series has been organized into the following sub-series when applicable: administrative/office, awards, budget, city planning and business development, city departments and agencies, conferences, correspondence, Denver International Airport (DIA)/Stapleton International Airport, elections/campaign, ephemera, events, legislative issues, publications, speeches, transportation and travel. The bulk of the material concentrates on Webb's twelve years as the Mayor of Denver.Unprocessed material spans 1959-2012.

The remaining series are organized by type of material or subject including: newspapers, newspaper clippings/press releases, Mayor's Millennium Celebration, photographs, audio-visual, oversize, artifacts, Webb book collection and permanent display items. Materials donated to the collection after 2003 have been added to the series Unprocessed Materials.

SERIES 1 EARLY PROFESSIONAL PAPERS 1965-1979 BOX 1

This series encompasses Webb's early career from 1965 to 1979. It includes papers written by Wellington Webb, awards, professional journals and administrative papers.

SERIES 2 EXECUTIVE DIRECTOR, COLORADO DEPARTMENT OF REGULATORY AGENCIES, PAPERS 1981-1987 BOX 2-4, 94

Contains materials from Wellington Webb’s time as Executive Director for the Colorado Department of Regulatory Agencies. Ranging from 1981 to 1987, items within this series include: administrative papers, memorabilia, awards, personal items, correspondence, conference and event information, speeches, publications and transportation issues.

SERIES 3 AUDITOR, CITY AND COUNTY OF DENVER, PAPERS 1987-1991 BOXES 5-9

Materials in this series focus on Webb's career as the Auditor for the City and County of Denver between 1987 and 1991. Highlights include information about Denver International Airport and election materials.

SERIES 4 MAYOR, CITY AND COUNTY OF DENVER, PAPERS 1991-2003 BOXES 9-43, 95-97

This series chronicles Webb's twelve years as the Mayor of Denver. The bulk of the papers include awards, information about conferences he attended, Denver International Airport materials and election information.

SERIES 5 NEWSPAPERS 1991-2003 BOXES 44-49

Includes the following newspaper titles: Urban Spectrum, 1994-2003; Body of Christ,1991-2003; U.S. Mayor,1999-2003; American Chinese Times,1991; The Denver Post,1991, 1993, 1995; Rocky Mountain News,1993; and Denver Weekly News,1999-2002.

SERIES 6 NEWSPAPER CLIPPINGS/PRESS RELEASES 1988-2003 BOXES 50-83

Includes all official newspaper clippings and press releases collected between 1988 and 2003. This series is arranged chronologically according to the binders in which they were originally stored with some overlapping of dates. Subjects range from the Denver International Airport, to education and health care.

SERIES 7 MAYOR'S MILLENNIUM CELEBRATION 2000 BOXES 84-87

Papers relating to the Mayor's Millennium Celebration Awards, which includes administrative files, nomination applications and brochures.

SERIES 8 PHOTOGRAPHS 1970-2002 PHOTOBOX 1, PHOTOVFOLIO 1-11

Photographs of Webb at events, publicity photos and photos that he received as gifts comprise this series. He is pictured with individuals such as Jesse Jackson, Bill and Hillary Clinton, and his wife Wilma Webb.

SERIES 9 AUDIO-VISUAL 1985-2003 AVBOXES 1-9

Audio-visual materials are arranged chronologically and by format. The formats include VHS, Beta and DVD. Subjects range from news coverage of Webb's activities as Mayor to programs about Denver International Airport.

SERIES 10 OVERSIZE 1978-2008 OVFOLIOS 1-101, OVITEMS 1-33, TUBES 1-13

This series contains awards, banners and signs, ground-breaking shovels, gifts, certificates, artwork, press clippings and posters.

SERIES 11 ARTIFACTS N.D., 1996, 2003 BOXES 88-91

Series contains a silk scarf, two American flags (flown in remembrance of September 11th at the Webb home), bullet proof vest and several copies of 3 Terms a Tribute to 12 Years: Wellington E Webb.

SERIES 12 WEBB BOOK COLLECTION 1973-2000 BOXES 92-93

These books are part of the Webb Book Collection that is housed in the Blair-Caldwell reading room. These particular books do not fit the scope of the collection in the reading room, so they are included in the archival collection.

SERIES 13 PERMANENT DISPLAY ITEMS 1986-2007 ITEMS 1-192

The items in this series remain on permanent display in cases throughout the Blair-Caldwell Library.

BIOGRAPHICAL NOTE

Wellington Webb spent 12 years as the leader of Denver's Mile High City, and helped drag it out of the economic doldrums of 1991 to an investment of $7 billion in infrastructure when he left office in 2003.

In October 2003, he founded Webb Group International. The firm works with businesses and cities on economic development projects, public relations and other consulting areas. His clients include United Healthcare; Parsons Engineering; Blackboard Connect; Forest City Enterprises of Cleveland, Ohio; the National Education Association of Washington, D.C.; SMG of Philadelphia; Faulkner USA of Austin, Texas, Civil Technologies of Denver, Colorado; and the cities of Macon, Georgia and Birmingham, Alabama.

Wellington Webb serves on the board of directors of Maximus Corporation, MALDEF (Mexican American Legal Defense Fund) and is the President and Chief Executive Officer of the Colorado Black Chamber of Commerce. He also serves on the advisory board for U.S. Bank. He is a member of the Denver Rotary, a 33rd Degree Mason and a member of Kappa Alpha Psi and Sigma Pi Phi fraternities.

As mayor, he oversaw the completion of $4 billion Denver International Airport and redevelopment of the former Stapleton Airport into a thriving residential and business area. He also helped convince voters to approve a $300 million addition to the Colorado Convention Center, which opened December 2004, and pushed through difficult negotiations for a nearby privately-publicly funded Hyatt Convention Center hotel, which opened in 2005.

Among his goals was the redevelopment of the industrial Central Platte Valley near downtown Denver. The area once littered by abandoned rail lines now boasts a privately-funded Pepsi Center (professional basketball, hockey and entertainment venue), relocation of Six Flags Elitch Gardens (amusement park), a community gardens and acres of city parks along the South Platte River. He also pushed for the successful transformation of lower downtown into a vital business and residential area anchored by the professional baseball ballpark, Coors Field. In addition, he made sure that Denver's professional athletic teams -- the Denver Broncos, the Denver Nuggets and Colorado Avalanche -- signed agreements to play in the city for at least 25 years and relocate to venues within the downtown area.

His social agenda included convincing the city to create Denver Health Medical Authority in 1997, which eliminated a cash deficit of $39 million and has been rated one of the top public hospitals in the U.S. The mayor led the campaign for nearly $290 million in voter-approved bonds for improvements to the hospital and property. He also added more than 2,000 acres of new parks and open space to the city - the largest addition of park land by any mayor in Denver's history. Voters also approved $96 million for neighborhood and park improvements; and $125 million for a major expansion of the Denver Art Museum and improvements to the Denver Zoo.

The city also took advantage of good economic times to invest in a new $200 million city office building, which citizens pushed to be named after the mayor; and a $16 million African American research library -- the only such facility west of the Mississippi River. His negotiating skills included getting four new airline routes to serve Denver: British Airways, Lufthansa German Airlines, Mexicana Airlines, and Korean Airlines. He looked to stimulate Denver's economy by opening foreign trade offices in London, England and Shanghai, China, and leading U.S. Conference of Mayors missions to Africa and Colorado trade missions to China and Japan.

Denver is the only city to be cited for five consecutive years as "One of the Top American Cities" in Fortune Magazine's annual "Best Cities" survey. The city also was named "One of the Top Three Cities for Sound Fiscal Management" by City and State Magazine; "One of the Top American Cities" by Money Magazine; and ''Top City for Entrepreneurs'' by Entrepreneur Magazine.

As a statesman, Webb hosted Pope John Paul II and nearly 200,000 people worldwide for World Youth Day in 1993. Four years later, he welcomed President Clinton and eight world leaders at the Denver Summit of the Eight, the annual local economic summit. His numerous recognitions include, the U.S. Conference of Mayors highest honor, the Distinguished Public Service award; The Americans for the Arts Government Leadership in the Arts; The National Wildlife Federation's Achievement Award; The National Trust for Historic Preservation's ''Outstanding Achievement in Public Policy'' award; and by the country of France the Chevalier de la Legion d'Honneur (Chevalier of the Legion Honor). Webb is the only Mayor in U.S. history to serve as President of the U.S. Conference of Mayors, President of the National Conference of Black Mayors, and President of the National Conference of Democratic Mayors.

Prior to being elected mayor, he served in the Colorado State Legislature; was appointed a Regional Director of the U.S. Department of Health and Human Services under President Jimmy Carter; was appointed Executive Director of Colorado's Department of Regulatory Agencies under Governor Richard Lamm; and was elected Denver's city Auditor. His first career was as a faculty member for the University of Colorado and Colorado State University. Wellington Webb is married to former six-term State Representative Wilma J. Webb and they have four grown children; Keith, Stephanie, Anthony and Allen.

PROVENANCE:

Wellington Webb donated his papers to the Blair-Caldwell African American Research Library in 2003. Funding for processing provided by the Institute of Museum and Library Services National Leadership Grant. Additions were made to the collection between 2009 to 2017.

SEPARATED MATERIAL

A large portion of the Wellington Webb Book Collection is now housed in the reading room at the Blair-Caldwell African American Research Library. The rest of the book collection remains with the Wellington E. Webb papers in boxes 102 and 103.
